The High Court in Accra has confirmed an order freezing five bank accounts and four landed properties belonging to former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, as investigations by the Economic and Organised Crime Office (EOCO) continue into the alleged misappropriation of public funds.
The confirmation order forms part of EOCO’s broader asset preservation exercise involving assets linked to former IMCCoD Accountant Gerald Appiah and Hillside Piggery and Meat Processing Limited.
According to the court order, the frozen assets belonging to Aboagye include five bank accounts and four landed properties located in the Greater Accra and Eastern regions.
The properties comprise:
- One parcel of land in the Eastern Region.
- One residential house in the Eastern Region.
- Two residential properties in the Greater Accra Region, including an apartment complex.
The High Court’s confirmation order bars the sale, transfer, withdrawal or any other dealings involving the identified assets until investigations are concluded or the court issues further directives.
The move is intended to preserve the assets while EOCO continues its probe into the alleged financial irregularities.
EOCO’s investigation follows a petition submitted by the current Executive Secretary of IMCCoD, requesting further inquiries into findings contained in a forensic audit conducted at the Secretariat.
The audit covers the period between August 1, 2022, and February 2, 2025.
According to the anti-graft agency, investigators are examining allegations involving the misappropriation, misapplication, diversion and theft of approximately GH¢55 million in public funds.
The ongoing investigations are expected to determine whether criminal offences were committed and whether additional individuals or entities may be implicated.
Dennis Miracles Aboagye was arrested by EOCO in July 2026 after returning to Ghana from abroad.
The arrest was linked to his alleged involvement in financial and procurement-related irregularities during his tenure as Executive Secretary of IMCCoD.
His arrest formed part of EOCO’s ongoing investigations into the management of public resources at the decentralisation agency, with authorities seeking to recover any assets suspected to have been acquired through illicit means.
The confirmation of the asset freeze marks another significant step in the investigation as EOCO continues efforts to preserve potentially recoverable assets pending the outcome of the case.
